Resource Balancing Summary and Examples

Rome II economic strategy is all about balancing the resource gains of a limited number of province buildings against their resource costs. The most particular resource penalties are in the form of food and public order. The penalty for food is applied faction-wide, allowing for some flexibility for some provinces compensating for others, but that for public order works at the province (not settlement) level.

This makes for a more involving strategy than previous Total War titles, along with the twist that conquest is at the settlement level but management is at the province level.

It also means that you is likely to do much more demolishing of your own buildings than in previous games.
